Administrative Assistant (GS-9 Equivalent)

The incumbent will work with the Counselor and with the Agency's Bureaus and Independent Office (B/IOs) and Field Missions, without partners at the National Security Council (NSC) and the Department of State (STATE), other USG Executive Branch Organizations, the US Congress, host country recipients, private sector, etc. He/she will be responsible for the day to day interaction with specifically assigned Bureaus and or Independent Offices, USAID and State process owners and our partners. He/she will provide necessary information explain our processes, reach out to our Field Missions for their input/requirements and seek their reactions/concerns/recommendations, intact with our Partner and facilitate communications internally.

Specific Tasks:

  • Developing, identifying and ensuring the implementation innovation that promotes USAID's revitalizations and the USG innovation objectives
  • Manage data needs, decision requirements and communications between the Development Innovation Ventures Program team and Counselor for Innovation
  • Acts as a liaison with the Agency B/IOs and ensures the coordination and implementation of the innovation tasks and projects.
  • Tracks and assists in the management of projects for which the Counselor has responsibility in order to ensure that they are completed in a timely manner, on budget and with all appropriate parties being engaged
  • Identifies issues, challenges and opportunities for successful project implementation and completion while ensuring that the Counselor is knowledgeable and
  • Researches, develops and prepares written and oral presentation work products for innovation initiatives.
  • The ongoing duties and responsibilities for this position include serving as a liaison between the Agency's Innovation Team and the Counselor on the Administrators initiative, the Agency's B/IOs and the Agency Field Missions.

Qualifications: Candidates must have at least 3 years of related experience with operational knowledge of Microsoft PowerPoint, Word, Excel, and Outlook and the ability to meet and deal with staff at all levels in the organization.

Administrative Operations Specialist (GS-7) equivalent)

The incumbent will assist the Senior Counselor for the Innovation in maintaining her daily schedule, coordinate travel, and assist in special projects relating to innovation. The nature of this position requires versatile skill sets as well as the ability to multi-task in order to:

  • Assist the Counselor for Innovation with administrative work associated with special initiatives and projects in the Office of the Administrator;
  • Handle duties such as program coordination, arranging external and internal meetings, as well as act as liaison with USAID Bureau's;
  • Manage or assume responsibility for assisting with the maintenance of required reports as well as monitoring and evaluating reports;
  • Attend meeting as directed by the supervisor, record minutes as required, and inform staff of pertinent agenda items;
  • Maintain the Counselor for the Innovation's activity calendar and schedule appointments, coordinating space and time, as well as advising of topics to be discussed;
  • Provide general administrative support such as answering the telephone, referring visitors, or providing information about the office and its functions;
  • Assist with the data entry and maintenance of briefing materials;
  • Responsible for the daily flow of the Counselor for Innovation's schedule and briefing materials for each pertinent meeting;
  • Coordinate travel with the appropriate parties both domestically and internationally; and
  • Work on special projects as assigned by the Counselor for Innovation

Qualification: Candidates must have operational knowledge of Microsoft PowerPoint, Word, Excel, and Outlook as well as the ability to multi-task in order to maintain the Counselor's daily schedule, coordinate travel and assist in special projects relating to innovation.

Program Specialist (GS-11 equivalent)

The incumbent will provide will provide programmatic assistance in the Development Innovation Ventures (DIV) Division of the Office of Innovation Partners. More specifically the incumbent will perform the following duties and responsibilities:

Programmatic Management:

  • The incumbent will assist in the management of Development Innovation Venture grants and Innovation Fellows;
  • S/he will assist the Director of Programs in special projects and certain administrative tasks;
  • S/he will help establish an internal process by which USAID staff and Innovation Fellows can submit innovative proposals to DIV for funding.
  • In addition to the internal process, s/he will manage and APS used to attract and support innovations from internal partners and bureaus.

In-reach and Outreach:

The success of DIV will be largely dependent on its ability to build on and leverage existing USAID structures. Similarly DIV will continue with an external launch in FY12. Therefore, a crucial component of the incumbent will be:

  • Holding consultations with staff from USAID, both in DC and in the field (via telephone and e-mail);
  • Conducting outreach to the State Department, MCC, and other donors;
  • Reaching out to innovators in NGOs, the private sector, and academia in order to get feedback on DIV, source innovations, and spread awareness of DIV.

Qualification: Candidates must be proficient in using computer equipment and software, e.g., Microsoft Excel and Microsoft Word. Must have excellent verbal, telephone, and written communication skills. The candidates must be able to work well with senior executives, managers, and staff.

Program Specialist (DIV) (GS-12-equivalent)

The incumbent will:

  • Identify, build and strengthen relationships with private sector innovators, investors, foundations, governments, donors and other potential partners in support of DIV's goal, including partnerships associated with scaling promising projects in virtually all sectors in which USAIS works;
  • Facilitate the scaling up of DIV projects that are proven successful (where such scale up may occur within USAID's broader portfolio, or via external partnerships), including working with grantees to provide advice on bringing projects to scale to reach millions of end-users world-wide;
  • Review proposals, including reviewing business plans and scaling plans
  • Raising awareness of DIV's scaling approaches, methodology and outcomes within USAID and with external partners:
  • Respond to request for information and contribute to taskers for briefing materials, and represent DIV in public forums and in meetings with Congressional Staff.

Qualifications: Candidates must have MA degree in Economics, Public Policy, Business or related field, five (5) years of related experience, writing skills, and the ability to work well on teams.

Alliance Officer Specialist (GS-13 equivalent)

The incumbent will:

  • Review USAID's human resource policies and guidance handbooks and consult with the IDEA staff, EGAT, and the Agency's Human Resource Officer for guidance in developing protocols and procedures pertinent to the recruitment, placement and retention of Alliance Officer Employees.
  • Develop a work plan within four weeks of coming on board with a timeline and benchmark for completing actions and deliverables.
  • Establish positions descriptions, qualification requirements, Foreign Service precepts, and skill competencies at various position grade levels for junior and mid-level Alliance Officers.
  • Secure commitment from USAID missions to accept and mentor trainee Alliance Officers under the Agency's Development Leadership Initiative (DLI) Program.
  • Develop and launch a comprehensive mentoring program for junior and mid-level Alliance Officers
  • Work effectively USAID's Office of Human Resources and the Regional Bureaus to ensure the Mission staffing plans include Alliance Officer Positions.

Qualification: Candidates must possess:

  1. Bachelor's degree and (7) years specialized experience showing progressively increased responsibility in human resources and professional development, OR
  2. Master's degree in a related field such as human resources management, adult education or training, or personnel support AND three (3) years specialized experience showing increased responsibility in human resources and professional development; AND
  3. Computer proficiency in mainstream software applications including use of database systems, and a strong operational knowledge of Microsoft PowerPoint, Word, Excel and Outlook.

Program Specialist (GPD) GS-12 equivalent

The incumbent will:

  • Help identify and research partners and area of partnership to identify, build and strengthen relationships with the private sector and establish high-impact partnerships.
  • Support Global Partnership Division staff in establishing and implementing partnerships.
  • Support training, engagement, and outreach related to building the Agency's capacity to effectively pursue, establish, implement, and evaluate partnerships.

Program Specialist (MB) GS-12 equivalent

The incumbent will perform the following duties:

Special Project Planning

Performs a variety of duties related to special project involving administrative or program issues, particularly those related to the USAID mobile money objectives. Special projects include research and strategic planning with other donors to understand possible solutions to increasing reliance on electronic disbursement methods. For such special projects, extracts and assembles information, conducts analysis, develops reports or presentations, and engages with external stakeholders as appropriate.

Data and Information Analysis for Developmental Program Work Assignments

Provides support for and assists in the research and/or analysis of established or regularly recurring issues of programmatic or administrative nature to support the use of best practices in branchless banking/mobile money across several missions. Identifies pertinent issues and collects relevant information from a variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations and proposals.

Maintains liaison with appropriate organization or individuals on program matters, such as providing tracking, monitoring, or program assessment information. Prepared correspondence, reports, proposals, or other documents related to work assignments. Gathers, interprets, and analyzes information, and records information necessary for reports and other documents.

Prepares presentations for a variety of audiences within the agency and inter-agency concerning special project assignments with an emphasis on mobile money.

Qualification: Candidates must have a degree in Economics, Public Policy, Business or related field, five (5) years of related experience in international development or the private sector, exceptional writing skills, and the ability to work well in teams.

(2) Senior Management and Program Analyst (GS-14 Equivalent preferred)

To assist as follows:

  • Serve as an expert analyst in the assessment (including technological and operational) and improvement of program effectiveness or the improvement of complex management and administrative policies, processes and systems;
  • Assist in determining need for written policies and procedures, overseeing the development of policy, procedures, or technical platforms and reviewing and other recommending approval upon completion.
  • Consult with Management to prepare detailed plans, goals, objectives, operational or information technology requirements, and criteria for complex or high-value management and program processes and systems;
  • Present findings and recommendations on complex issues or problems impacting major programs;
  • Plan and develop quality programs, procedures, and methodologies to improve the effectiveness and efficiency of work methods and management controls for a major component.
Qualifications: The candidate must have a Master's Degree in International Development or a related field, and five to seven years of specialized experience in leading monitoring and evaluation efforts, data analysis and report writing related to international development. In addition, the candidate must have demonstrated experience in providing expert advice management on a wide rage complex programs/activities using a variety of qualitative and quantitative techniques to assess processes, systems and mission support programs, coordinating special studies program initiatives that are critical to the mission; determine the need for written policies and procedures based on need; providing technical assistance to management in planning systems and management programs; and communicating plans, proposals, findings, results to senior management.

Management and Program Analyst (GS 13 equivalent) (1)

This staff member will assist M/MPBP/PERF with its performance management activities. By its nature it requires versatile skill set to take on many tasks. Specifically, the Management and Program Analyst will serve as a subject matter expert and coordinate the following functions:

Performance Reporting and Analysis:

  • Assist in determining USAID's operational compliance related to the GPRMA mandated Agency Priority Goals;
  • Develop models for data analysis and visualization to support decision making;
  • Provide key support on data compilation and reporting on the Agency's program performance;
Technical Assistance:
  • Serve as an Agency subject matter expert on planning and performance management in Washington and overseas;
  • Provide technical assistance to field missions and Washington offices on results frameworks and performance management plans.
Capacity Building:
  • Provide advice and assist the Agency to develop multiple forums to strengthen Agency capacity to plan, implement, assess and report on program and management performance including delivering tailored briefings and training.
  • Serve as a subject matter expert to develop and improve content, tools and resources on the Agencies internal and external websites.
Agency and Inter-Agency Coordination and Representation:
  • Liaise with other U.S Government agencies on performance management;
  • Liaise with Agency technical Bureaus and Office in support of performance management tasks.
Other Performance Management Tasks as assigned

Qualifications: The candidate must have a Master's Degree in International Development or a related field; a minimum of five years specialized experience in monitoring and evaluation, data analysis and agency level report writing related to international development; and, excellent inter-personal communications skills. Management and Program Analyst (GS-14 Equivalent-POL) (2)

To work under the supervision of the M/MPBP/POL Division Chief and will support the division's role as a fully functional operational policy management unit for the Agency. Specifically, the Management and Program Analyst will serve the following function:

A. Program Planning and Management Work

  • Assesses program effectiveness or the improvement of complex programs and management processes and systems encompassing difficult and diverse function or issues that affect critical aspects of the major programs of USAID related to management and administrative policies.
  • As an expert long-range planning, recommends and participates in developing strategies for implementing planning for a major office or program. Recommends short and long-range goals of the Bureau, develops detailed plans for implementing them, and oversees implementation of the goals throughout the organizations.
  • Determines if adjustments or change in objectives or emphasis are needed in organization functions. Recommends organization or process changes.
  • Determines the need for written policies and procedures. Conducts comprehensive evaluations of ongoing function to ensure that the organization meets its stated goals, and identifies areas where operational efficiency can be enhanced.
  • Reviews productivity in all areas, monitors problem areas, and oversees implementation of solutions that will eliminate them.
  • Directs the capture, reporting and analysis of statistical data relating to the organizations operations and directs personally performs special studies or projects. Prepares and contributes to reports and other presentations on program planning and evaluations.
  • Design and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to program planning and management. Identifies and proposes solutions to management problems that are of major importance to planning program direction.
B. Management Advice and Guidance
  • Provides expert advice and guidance on broad projects and program including but not limited to consulting with Agency Senior Managers on operational policies and procedures and assists in the development of management policies and guidance based on analysis and research which considers critical factors necessary for sound policy decisions.
  • Guidance requires extensive interpretation of many different and unrelated program processes and methods, such as interpretation of original intent and advice on revisions to existing policies and programs to meet requirements.
  • Recommends long-range program plans, goals, objectives, and milestones, which serve as the basis for substantive changes in the organization and administration of programs.
  • Provides advice and guidance on undefined management issues and elements essential to USAID's mission.
C. Communications
  • As a consultant in communication, evaluates and analyzes agency-wide programs, functions, and organizations to accurately communicate to the Agency's senior managers.
  • Reviews documentation to determine whether management systems in current use efficiently supports and accomplish the objectives sought, and whether they provide the controls necessary for sound management.
  • Evaluates the results of internal management studies made by individual offices, and overseas missions to assess their validity.
  • Represents Agency and/or the Bureau for Management on intra and interagency workgroups to develop and/or implement management policy, processes and procedures which support the Agency's operations, program planning, monitoring and reporting.

RECEPTIONIST

Location: Herndon, VA

Do you have a great attitude? If so, be the face and voice of NVE. Greet and answer phone calls and interface with customers, vendors, and the rest of the company for this smaller government contracting company. Responsible for running the phone system and front office, greeting customers and vendors, and additional administrative responsibilities.

PAYROLL ADMINISTRATOR

Location: Herndon, VA

Part-Time position of 15-20 hours per week processing payroll. This person will be responsible for full cycle, bi-weekly payroll and changes to employee tax and pay information – currently on Paychex but will be moving to ADP as of January 1. Strong Computer skills needed along with an understanding of Unions, SCA, Davis Bacon, and various state pay practices.

CONSTRUCTION SURVEILLANCE TECHNICIAN

Location: Multiple

Construction Surveillance Technicians (CSTs) are professionally trained in surveillance and construction techniques for the purpose of ensuring the security and integrity of a construction site, controlled access areas (CAA), and material items which are scheduled for use or inclusion in a controlled area.

The Technician should be knowledgeable of all construction disciplines, including but not limited to, Architectural, Mechanical, Electrical and Electronic Engineering principles and be capable of analyzing designs and blueprints. The CST should have knowledge of technical surveillance countermeasures, techniques and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.

PROJECT MANAGER

Location: Multiple

At least 7 years’ experience managing mid- to large-size facilities (prefer Federal contract) in critical mission or data center environment with 24x7 commitment. NVE Project Managers operate largely independent with total responsibility for their contract’s success. Customer interface and management of technical staff is required.
